OPD-IPD के पंजीकरण की आड़ में Shan Health Care में किए जा रहे थे ऑपरेशन
लव इंडिया, मुरादाबाद। पाकबड़ा थाना क्षेत्र के शान हेल्थ केयर यूं तो मुख्य चिकित्सा अधिकारी कार्यालय में पंजीकृत था लेकिन सिर्फ ओपीडी और आईपीडी के लिए लेकिन इसकी आड़ में ऑपरेशन किया जा रहे थे। इतना ही नहीं, कोई भी प्रशिक्षित चिकित्सक या पैरामेडिकल स्टॉफ नहीं था। फिलहाल, डिप्टी सीएमओ डॉ. नरेंद्र कुमार ने इंडियन मेडिकल काउंसिल एक्ट के तहत रिपोर्ट दर्ज कराई है। Shan Health Care of Pakbada police station area was registered in the office of the Chief Medical Officer but only for OPD and IPD but operations were being conducted under its cover. इस्लामनगर भूड़- गुरैठा रोड पर स्थित शान हेल्थ केयर का डिप्टी सीएमओ डॉ. नरेंद्र सिंह ने निरीक्षण किया था तो शान हेल्थ केयर में अमरोहा जिले के थाना डिडौरा क्षेत्र के औरंगाबाद निवासी खालिद रजा और उनकी पत्नी तबस्सुम मिलीं और पाकबड़ा थाना क्षेत्र की मढ़ैया गांव निवासी नगमा पत्नी मुसाहिद भर्ती थी। इनका ऑपरेशन एलएससीएस 26 फरवरी को हुआ था। भर्ती रोगी नगमा के ऑपरेशन के संबंध में शान हेल्थ केयर में कोई अभिलेख उपलब्ध नहीं मिले और ऑपरेशन किस डॉक्टर ने किया है कि इस बारे में वहां उपस्थित खालिद रजा की तरफ से कुछ भी नहीं बताया गया। When Deputy CMO Dr. Narendra Singh inspected Shan Health Care located on Islamnagar Bhood-Guraitha Road, Khalid Raza and his wife Tabassum, residents of Aurangabad, Didora police station area of Amroha district and resident of Madhaiya village of Pakbada police station area were found in Shan Health Care. Nagma’s wife Musahid was admitted. His operation LSCS was done on 26 February. No records were found available in Shan Health Care regarding the operation of admitted patient Nagma and nothing was told by Khalid Raza present there about which doctor had performed the operation.
डिप्टी सीएमओ डॉ. नरेंद्र सिंह ने बताया कि शान हेल्थ केयर सीएमओ कार्यालय में पंजीकृत है लेकिन, केवल ओपीडी एवं आईपीडी के लिए ही अधिकृत है। मगर, यहां बिना मानक पूरे किए अवैध रूप से ऑपरेशन किए जा रहे हैं, जो रोगियों के जीवन के साथ खिलवाड़ करने के समान है। उन्होंने पाकबड़ा पुलिस को दी तहरीर में बताया कि शान हेल्थ केयर में 6 बेड, एक एनेस्थीसिया मशीन, कोट्री, ओटी लाइट, सेक्शन मशीन, एक रेडिएंट हिट वार्मर, ऑक्सीजन सिलेंडर, मेडिसीन ट्रे, ऑटो क्लेव आदि पाए गए हैं।Deputy CMO Dr. Narendra Singh said that Shan Health Care is registered in the CMO office but is authorized only for OPD and IPD. But here, operations are being carried out illegally without meeting the standards, which is tantamount to playing with the lives of patients. He told in the complaint given to Pakbada police that 6 beds, an anesthesia machine, coterie, OT light, section machine, a radiant heat warmer, oxygen cylinder, medicine tray, auto clave etc. have been found in Shan Health Care.
इसके अलावा, निरीक्षण के दौरान वहां प्राप्त लेटर पैड में डॉ. पीके अग्रवाल, एमबीबीएस डीसीएच, डीपीबी अंकित किया हुआ था, लेकिन पंजीकरण प्रमाण पत्र में केवल डॉ. पराग अग्रवाल, एमबीबीएस अंकित पाया गया है। डिप्टी सीएमओ ने पुलिस को बताया है कि उनके निरीक्षण के समय शान हेल्थ केयर में कोई भी प्रशिक्षित चिकित्सक या पैरामेडिकल स्टॉफ मौजूद नहीं मिला। क्लीनिक में फायर सेफ्टी की कोई उचित व्यवस्था नहीं है और न ही बायोमेडिकल वेस्ट मैनेजमेंट है।Apart from this, the letter pad found there during inspection had the name Dr. PK Aggarwal, MBBS DCH, DPB mentioned in it, but only Dr. Parag Aggarwal, MBBS was found mentioned in the registration certificate. The Deputy CMO has told the police that at the time of their inspection no trained doctor or paramedical staff was found present in Shan Health Care. There is no proper system of fire safety nor biomedical waste management in the clinic.
